Where do I have to put fileserver directory?

I tried to use configs, but wherever I put sample configs: /, /pkg, /fileserver, I get HTTP Status 500 - Could not find config for misc/httpauthexecute.cf

I want to have remote access to see my reports list and to export them throw url in my application via web services on Java on another server.
At that moment I want to add sample configs to my server.
The main question is where do I have to locate config-files (.cf) like: etc, misc and others.

When I locate configs there:
tomcat/8.0.15/libexec/webapps/reportserver/fileserver/
Now
I get this error:

Hi,

the config files are not stored in your local filesystem but are accessed via the File System component in ReportServers Admin Module:

Thanks, this helped me to understand.
This wasn't clear for me after I read the documentation (configguide).
