Problems with non-latinic characters

Good day!

I have a problem with naming folders with non-latinic characters in the 'Report Manager'.
For insntance when I insert folder in the 'Report Manager, and giving this folder the name by clicking 'apply', folder gets the exact name which i have given her (even if it  is with non-latinic characters). But if refresh the page, this folder replaces her non-latinic characters with question marks: if i give the folder this name '123_папка_456', after refreshing name of the folder changes to the '123_?????_456'.

Our version is RS3.0.4-6004 (2018-08-27-10-01-33)
Please give me a instruction how to solve this problem.

I am reproducing this issue and raised ticket RS-3050 to investigate. I will update here when I have more information.
