NullPointerException loading GuiceFilter on WebLogic

I get the following message in the logs when deploying ReportServer manually on WebLogic:

I have been following https://reportserver.net/en/guides/conf … tallation/.  I tried accessing the application at http://localhost:7080/reportserver/ but I get a 404.  I also tried http://localhost:7080/reportserver/ReportServer.html but there are a slew of errors - I thought this might be related to the filter not working.

Any thoughts are appreciated.
